Detailed development plan (PAP)

The detailed development plan, or PAP (plan d'aménagement particulier), sets out precisely what can be built on a neighbourhood or group of plots, within the framework of the PAG.

It defines the position and size of buildings, roads and public spaces. A "new neighbourhood" PAP is often required before an undeveloped plot can be divided and built on.

Drawing it up and getting it approved by the municipality takes time: a plot subject to a PAP is not immediately buildable.
